Psi Islands offically known as the Commonwealth of the Psi Islands (CWPSI) is a conceptual state commonly known as a micronation located in Antartica that claims the Psi Islands, a group of small islands which lie close to the west side of Lambda Island in the Melchior Islands, The name, derived from the 23rd letter of the Greek alphabet, appears to have been first used on a 1946 Argentine government chart following surveys of these islands by Argentine expeditions in 1942 and 1943.the nation is de facto sucessor of Leppa retaining its active citizenry,

The state is governed under a form of a parliamentary republic, the President is a ceremonial figurehead with few political powers. The Prime Minister elected by parliament wields immense political power but is also part of parliament. Legislative authority is vested in an elected, Legislative Assembly and the Legislative Council, that represents social, economic, professional and local interest groups

Antarctica is the only continent on Earth that has areas that are not claimed by any macronational government. Only territorial claims divide the continent, although some of these claims are only recognized by their respective countries. Because of this, Antarctica has been a hot spot for micronationalism. with overlapping claims The Psi Islands argument for sovereignty is the fact that no other entity specifically claimed the Psi Islands the Psi Islands is not a member of the United Nations (UN), However many other states maintain unofficial ties through representative offices and institutions that function as de facto embassies and consulates.


History

Foundation

The CWPSI was founded by Jan Stuipnik which had an Antartic micronation before. The Duchy of Kefonia. Later Jan and Shady meeted up to establish a new micronation. Morsi had a history of unsucessful micronational projects. Shady Morsi united with former citizens of his past micronations to form a pernament micronation Unlike with Shady Morsi’s other micronational projects. Morsi wanted to have a nation that fully commits to the 1933 Montevideo convention. And the Psi Island's partialy did , the Psi Islands where claimed due to its small yet archipelagic the Psi Islands as a state of international law possessd the following qualifications: a defined territory; government; and capacity to enter into relations with the other states. the Psi Islands however lacked a permanent population on the islands.

Shady Morsi was originally proposed as a candidate for the presidency but Morsi had no intrest in serving as Head of State. Ludmila Titarchuk a friend of Stupnik won the election for president unopposed. Titarchuk appointed Morsi as prime minster while Morsi appointed Stupnik as deputy pm

Government

The Psi Islands has a parliamentary government based on a mixed proportional and majoritarian voting system. Legislative authority is vested in an elected, Legislative Assembly and the Legislative Council, that represents social, economic, professional and local interest groups The Prime Minister, is head of government. The Prime Minister and the cabinet are appointed by the President and must pass a vote of confidence in Parliament The prime minister is the President of the Council of Ministers – which holds effective executive power – and he must receive a vote of approval from it to execute most political activities. The office is similar to those in most other parliamentary systems, but the head of the Psi Islander government is not authorised to request the dissolution of the Parliament of the Psi Islands.

Executive

The president of the Psi Islands, officially president of the Commonwealth is the head of state of . In that role, the president represents national unity, and guarantees that Psi Islander politics comply with the Constitution. The president is the commander-in-chief of the Psi Armed Forces . A president's term of office lasts for four years.

Legislative

The Parliament consists of the Legislative Assembly and the Legislative Council In order for a person to be eligible to be a member of the Assembly they must: be a citizen of the Psi Islands, be 16 years old, is registered to vote, and is able to speak and read in English.

the Legislative Council acts as an advisory body to the the Legislative Assembly This body consists of 10 members. In order to be eligible to be a member one must be 18 years old. Members of the Legislative Council are appointed by the president and represents social, economic, professional and local interest groups The Legislative Assembly powers are defined by the Constitution and they include: defining economic, legal and political relations in the Psi Islands, preservation and use of its heritage and entering into alliances. The Legislative Assembly has the right to deploy the Psi Islander Armed Forces abroad, and it may restrict some constitutional rights and liberties in wartime or in cases of imminent war or following natural disasters. The Legislative Assembly enacts legislation, passes the state budget, declares war and decides on cessation of hostilities, adopts parliamentary resolutions and bylaws, adopts long-term national security and defence strategies, implements civil supervision of the armed forces and security services, calls referenda, performs elections and appointments conforming to the constitution and applicable legislation, supervises operations of the Government and other civil services responsible to the parliament,

Judiciary

The judiciary is independent of the executive and the legislature.

It consists of a typical British-style court system of local Magistrates Courts, a High Court and a Court of Appeal. The High Court is a superior court of record with unlimited original jurisdiction to hear and determine any criminal, civil or constitutional cases under any law. Appeals can be heard by the Court of Appeal. The Head of the High Court is the Chief Justice.

The Court of Appeal is the highest and final court in the country and deals with appeals from the High Court and the Industrial Court. The Head of the Court of Appeal is the Judge President. The Supreme Court of Leppa acts as the supreme legal source, in which the court possesses unlimited original jurisdiction to hear any cases. The court has a Chief Justice as well as a number of other judges, in which the number is determined by the CoD. The Chief Justice is appointed by the President, as well as all of the other Justices but these can be advised to the President by the Legislative Assembly. In order to be qualified to be a judge on this court one must have either been a judge, been an attorney, been a law professor with a law degree, or been a Chief Magistrate. Appointments to this court are until the person reaches the age of 70. The only other reason a judge would leave the high court is if the Legislative Assembly decides the person is no longer able to properly perform their duties.

Administrative Divisions

Due to the Psi Island's small size the country is divided in municipalities. which also serves as electoral constituencies for the Legislative Assembly The muncipalties, have a permanent constitutional status and, in comparison with the situation in other countries, a high degree of independence. However the government determines the powers and responsibilities of its municipalities. These may include providing local government services such as education, medical and social services, public transportation, and tax collection. The degree of centralization varies from one municipality

Municipalities are generally governed by an executive council headed by a president or mayor. Legislative authority is exercised by a town meeting of all citizens, or by a municipal parliament, depending on the size of the municipality, and on cantonal and municipal law. In some cantons, foreigners who have lived for a certain time in Medopolania are also allowed to participate in municipal politics. As at the cantonal and federal level, citizens enjoy political rights, including direct democratic ones, in their municipality.
