the Shadyvinkenstein Government-in Exile often referred to as the Shadyvinkensteiner Society , is an unregisterd non-profit political organization based in the Netherlands, . Its organization is modeled after an elective parliamentary government, composed of a judiciary branch, a legislative branch, and an executive branch.

Founded by Timo Vink and Shady Morsi, the SVGIE was established with the explicit aim of reconstructing the cultural and collective memories of the former state of Shadyvinkenstein. The overarching goal of the government is not only to document and archive the historical legacy but also to facilitate reconnections with the prior citizens of the state, a decade after its dissolution in 2011.The primary focus of this institution is centered around cultural preservation, encompassing the authoring of reports, issuing press releases, administering a network of schools, organizing various cultural activities, and preserving the historical archives of Shadyvinkensteiner heritage.

The Shadyvinkensteini Government-in Exile does not lay claim to the former territory, as of the year 2021, due to its substantial demolition and the erecting of a stone fence on its land, with the original symbolic tree having been cut down. Moreover, the organization does not engage in formal foreign relations with other entities. However, the SVGIE maintains informal relations with the Viadalvian Commonwealth, which extends administrative support to the SVGIE. Of particular significance is the commemoration and honor of the first treaty that Shadyvinkenstein entered into with another entity, namely the Republic of Fieldton.

As of October 31st, 2023, the Parliament of the Shadyvinkenstein Government-in Exile has officially acknowledged Kevin I, an individual who self-proclaimed as the king in exile, as the second and final king of the Kingdom of Shadyvinkenstein. The 2025 Shadyvinkensteiner Political Crisis is a major governmental crisis within the Shadyvinkensteiner government-in-exile, following the resignations of both Vice Presidents. The crisis significantly impacted the political future of Shadyvinkenstein, leading to the indefinite suspension of the Shadyvinkenstein Relocation Project and the collapse of the Shadyvinkensteiner Government-in-Exile

The early history of Shadyvinkenstein is characterized as a "fuzzy set of memories," predominantly lost due to the closure of Hyves, severed contact with former citizens, and the proliferation of rumors and legends about this erstwhile state, circulated by both Shadyvinkensteiners and non-Shadyvinkensteiners. Following the closure of the nation, its territory was initially claimed by the Shadyvinkensteini Government-in-Exile until 2012 and subsequently by various micronations such as Sneazistan/Snazopol, Viadalvia, and Hoogwaard. An attempt to revitalize Shadyvinkenstein in a more serious manner was considered in 2015 but was later abandoned due to a lack of participation from the original citizens.
In the year 2010, Shady Morsi and Stein Dros made a discovery of an abandoned building in close proximity to Morsi's school. This led to their decision to declare the establishment of the Republic of Shadystein. Subsequently, the republic underwent a transformation into a monarchy, assuming the name Shadyvinkenstein, with Shady ascending to the position of King following an election. Timo Vink and J. Breier were appointed as Royal Advisors during this period.

In February 2010, Shady Morsi initiated the formation of the Shadyvinkensteini Border Guard (SBG). The SBG's primary objective was to apprehend Dutch civilians, primarily children, particularly girls seeking to establish their independent space, who illegally crossed the Shadyvinkensteini border. Upon capturing a Dutch civilian, the individual was typically deported. Shadyvinkenstein maintained stringent border policies, permitting entry exclusively to those affiliated with the kingdom or invited by the King.

During the months of March to May 2010, the Kingdom of Shadyvinkenstein experienced the pinnacle of its golden age. The nation's presence was acknowledged in school geography books, and Shadyvinkenstein even launched its own Weather Balloon into space as a symbol of its independence. This era allowed the rulers of Shadyvinkenstein the freedom to delve into more artistic and cultural pursuits. King Shady governed by appointing individuals to governmental positions based on their merit. Notably, the sole female citizen, Barbara B., was appointed by Shady to the esteemed position of Queen.

The events leading to the establishment of Shadyvinkenstein involved confrontations between this group, referred to as the "girls' clique," and the Shadyvinkenstein Border Guard, who were attempting to enforce the removal of non-Shadyvinkensteiner citizens from the territory. Notably, these incidents led to tensions and conflicts that escalated to the involvement of the staff of the Leo Kannerschool. In response to the growing discord and in an unprecedented move, the staff of the Leo Kannerschool undertook what was described as an "invasion" to depose the self-proclaimed Kingdom. This led to the exile of all citizens of Shadyvinkenstein.

Original Government in exile
During the political turmoil following the fall of Shadyvinkenstein to Dutch Authorities (mainly school staff) the government's exile from the country, efforts were made to relocate and establish Shadyvinkenstein in a different territory, asserting ownership over the entire area. This move was coupled with a determination to continue resistance against Dutch encroachment. In the process, a lot of former Shadyvinkensteiner citizens tried to sneak in the former now closed off territory of Shadyvinkenstein This period saw the emergence of numerous partisan kingdoms engaged in conflict against the Dutch and the newly declared Republic of Drusia, led by Joey Verhoeven. The former minister of affairs of Shadyvinkenstein

The govenrment in exile itself became internally divided into two distinct factions: the Reformers and the Traditionalists. The Reformers, while unified in their cause, the Traditionalists struggled to reach a consensus on the monarchy. Upon Kevin's proclamation as king, dissent arose within the ranks, leading to a rebellion by Shady and Stein, resulting in Kevin's deposition. Consequently, Shady Morsi was reinstated as the monarch of Shadyvinkenstein. Subsequently, the government experienced significant instability and ultimately lapsed into a state of inactivity, leading to its collapse. With Morsi choosing to form a new nation, the Republic of Hoogwaard

Hoogwaard
During its historical period under Hoogwaard's governance, Shadyvinkenstein was designated as a province within the territorial jurisdiction of Hoogwaard. It emerged as a development zone initiated by the government, operating under a semi-autonomous monarchy with King Kevin as its reigning monarch. However, following the dissolution of Hoogwaard at a later stage, the administrative structure of Shadyvinkenstein underwent a transformation. And was once unclaimed

Derskov-Viadalvian Shadyvinkenstein
On December 28, 2013, a pivotal discussion occurred between President Shady Morsi and Deniz Tecan regarding the future of Shadyvinkenstein. President Morsi expressed a desire to disassociate from Shadyvinkenstein, leading to the decision to transfer sovereignty to Snežanopol in order to prevent the kingdom from dissolution. The subsequent day, December 29, witnessed Emiel van der Huijsen, then the reigning monarch of Mahuset, assuming representation of Shadyvinkenstein.

Following a legal dispute resulting in Morsi's removal from power, the nation underwent a transformation and was rebranded as Zyablikistan, under the governance of Joseph Kennedy as governor. This shift triggered a public outcry, prompting the populace to rally and declare the establishment of the Republic of Shadyvinkenstein. In response to these changes, the populace rebelled against the imposed governance and declared the establishment of the Republic of Shadyvinkenstein. With the support of Viadalvia, they launched an invasion against Zyablikistan. This conflict saw the return of Shady Morsi, who regained leadership and assumed the position of head of state in the newly proclaimed Republic of Shadyvinkenstein. Shadyvinkenstein was then dissolved for good. As the last Viadalvian citizens who where students of Leo Kannerschool SO has graduated.
Intermediate Period
Arbor Lignum was a micronation that emerged from a period of transition within the sovereign entity known as Shadyvinkenstein. On 21 August 2016, the Shadyvinkensteiner government proposed a comprehensive transformation, including a change in the nation's name. This initiative allowed citizens to submit suggestions for the new name, resulting in Shady Morsi's proposal of "New Batavia," which was subsequently adopted as the state's new nomenclature.

Following the name change, the government implemented largely cosmetic constitutional modifications. Notable alterations included the revision of the National Anthem, changes to military symbols, and the official abolition of capital punishment. However, the era of New Batavia proved to be short-lived, as the creators eventually grew dissatisfied with the name and the direction it represented.

Shady Morsi, who concurrently worked as a teacher's assistant at his former elementary school, saw an opportunity to revive Shadyvinkenstein. However, this resurrection took on an altered form, with an alternative name and the establishment of the nation on MicroWikia. Despite these efforts, Arbor Lignum failed to capture the interest of the Shadyvinkensteiner populace, and the nation experienced a quiet demise. The once-prominent Kingdom of Shadyvinkenstein was relegated to the annals of history, as Arbor Lignum faded away, marking the end of an intriguing but short-lived chapter in micronational history.

Shadyvinkisteini revisionism emerged as a significant challenge during this period, with concerns about the nation's unserious nature and the unwieldy size of its name. In response to these issues, Shady Morsi proclaimed the establishment of Arbor Lignum on February 2, 2018. Subsequently, on February 10, the monarchy was abolished in favor of a directional state. By June 15th, 2018, access to the original territory of Shadyvinkenstein was restricted, due to Morsi retiring as a teachers assistant. Marking the end of an era for Shadyvinkensteiner citizens.

Current Government in exile
In December 2021, a decade after the dissolution of the Shadyvinkensteiner state, Timo Vink and Shady Morsi established a formal Shadyvinkensteini Government-in-Exile with the objective of reconstructing the memories and culture of the former state. This Government-in-Exile, however, does not lay claim to its former territory as of 2021, considering it largely demolished, with a stone fence erected and the original tree cut down. Nor does it engage in foreign relations with other entities.

Recent History
The Shadyvinkenstein Government-in-Exile (SVSGIE) underwent a notable transformation in 2023 under the leadership of Shady Morsi. Initially, the government in exile had been largely symbolic and inactive. However, Morsi took the initiative to reactivate and revitalize it, transforming it into a functional entity. This revitalization included the establishment of various departments and the initiation of unofficial diplomatic contacts with other micronations, such as the Great Turan State, Mahuset, and the remnants of the Viadalvian Commonwealth. and informal contacts within the MicroWiki Discord

In his efforts to preserve Shadyvinkenstein's uniqueness and tradition, Morsi adopted a stance of cautious engagement with the international micronational community. While fostering relations with other micronations, Morsi aimed to keep Shadyvinkenstein less influenced and more isolated, adhering to the principles of its distinct cultural identity. Moreover, Morsi expressed a desire to democratize Shadyvinkenstein and attract new citizens. However, the existing charter posed a challenge, as Vice President Vink asserted that Shadyvinkenstein was exclusively for original citizens.

In order to address this conflict, a compromise was reached, allowing blood relatives of original citizens to attain Shadyvinkensteiner citizenship. Despite this concession, opposition voices criticized Morsi, alleging that the SVSGIE served as a mere ploy to provide plausible deniability in the face of inquiries about his micronational past when engaged in macronational politics. Morsi vehemently denied these claims, asserting that his primary motivation was "the preservation of Shadyvinkensteiner culture, while simultaneously recognizing the importance of presenting Shadyvinkenstein to the wider world."

In the year 2023, the Shadyvinkenstein Government-in-Exile has transcended its former role as a mere symbolic cultural association, assuming a pivotal position as the authentic representatives of the Shadyvinkensteiner people, nation, faith, and community. No longer confined to the realm of symbolism, the government-in-exile has redefined its mission, embodying the aspirations and preserving the cultural essence of the Shadyvinkensteiner populace. Through a concerted effort, it has emerged as the genuine voice of the people, advocating for their rights and interests on the global stage. Furthermore, in a momentous development, the Government-in-Exile has embarked on the journey to rediscover and re-establish the Shadyvinkensteiner state, a testament to its unwavering commitment to the restoration of a sovereign and thriving Shadyvinkenstein. This transformative shift underscores the resilience and determination of the Shadyvinkensteiner people, as they actively strive towards the realization of a reinvigorated national identity.
Admainstrative Divisions
Although not asserting any control or sovereignty over the land, nor claiming it the Shadyvinkenstein Government-in-Exile has implemented administrative divisions as a symbolic representation. The administrative divisions mirror the structure of the historical regions within Shadyvinkenstein. These symbolic divisions are designed in alignment with the three traditional regions that held significance during the kingdom's rule, The establishment of these administrative divisions serves a primarily symbolic purpose, aiming to maintain the historical and cultural identity of Shadyvinkenstein rather than to exercise actual governance or territorial authority. These divisions, based on the traditional three regions, are intended to honor the past and signify a semblance of the historical legacy of Shadyvinkenstein. Members of Parliament also serve in the Commitee of Regions with each MP assigned to a traditional region
Activities
Recognized as the legitimate governing body by its former citizens, it has actively engaged in numerous activities since its inception. One of its primary functions involves the authoring of reports that outline the ongoing status of the displaced community, highlighting their struggles and aspirations. Additionally, the government-in-exile has been vigilant in issuing regular press releases, disseminating information to keep Shadyvinkensteiners and the international community informed about the legacy of Shadyvinkenstein

Beyond communication efforts, the government-in-exile has taken on the responsibility of administering a network of schools in nations of the Viadalvian Commonwealth aimed at preserving the Shadyvinkensteiner cultural and educational heritage, Moreover, the organization has been a key facilitator in organizing various cultural activities, ensuring the continuation of Shadyvinkensteiner traditions, celebrations, and arts, even in the absence of a physical homeland. In an effort to maintain the historical continuity of Shadyvinkensteiner heritage, the government-in-exile has dedicated resources to preserving and archiving historical documents, artifacts, and records.
Foreign Relations
The Shadyvinkenstein Government in Exile operates with a distinct focus on cultural affairs, refraining from formal engagement in foreign relations owing to a lack of infrastructure and an inherent isolationist stance. Nevertheless, Shadyvinkenstein remains open to establishing declarations of friendship with other nations, providing an informal foundation for relationships. Despite its overall isolationist disposition, the SVSGIE maintains informal contacts with several micronations, with a particularly noteworthy alliance formed with the Kingdom of Asterland. This alliance has become a cornerstone of SVSGIE's policy, with the government in exile even finding refuge in Asterland's capital, Vinkenburg. The SVSGIE has also established connections, both formal and informal, with other nations such as Dolmenia, Mahuset, and remnants of Viadalvia.

Notably, the SVSGIE was once a member state of the Viadalvian Commonwealth until its dissolution. Shadyvinkenstein held two seats within the organization, occupied by Jan Stupnik and Shady Morsi. In terms of information dissemination, the SVSGIE has chosen to host its data and wiki on HasanistanPedia, opting to boycott MicroWiki due to a historical discord dating back to 2011 when Microwiki expressed a disliking for the Kingdom of Shadyvinkenstein.
The Empire of Pavlov (Ukrainian: Павлівська Імперія), is a micronation with enclaves in the the Netherlands, Slovakia, Ukraine, Turkey, Serbia, Russia, the Czech Republic, Brazil, and Antarctica. It was founded in 2012 by Dionisiy Bekbulatov. The Empire of Pavlov has claimed itself a nation but it is not recognized as a country by the United Nations or any major government. It operates under the autocratic constitutional monarchy of its self-styled Emperor, Dionisiy Bekbulatov (Alexander IV).

Pavlov considers itself the continuation of the Kyivan Rus' and the Eastern Roman Empire. After Pavlov's registration as an NGO, the official mission statement of Pavlov was decided as "[..]to defend and promote the cultural heritage of Rus’ and of the Roman Empire through creating an ecosystem where their society, customs and traditions are modeled in a contemporary framing". In this context most aspects of the political, civil and religious discourse are under direct Rus' or Eastern Roman inspiration.

Etymology
The etymology of the name "Pavlov" has been a debate amongst Pavlovians of all eras. The two most popular theories of its origin are that the country is named either in honor of the Russian physiologist Ivan Pavlov or in honor of the Apostle Paul (the Patron saint of the "Kingdom of Pavlov"). For both, the same would transcend into Pavlov, as Pavlov means in Russian "belonging to Paul/Pavel". According to later Pavlovians, however, the Ukrainian name of the state, which is official, clearly testifies in favor of the second, now generally accepted theory. As the name of the Empire is "Павлівська" (vs "Павловська"), it is possible only from the name "Pavlo" and not from the surname "Pavlov".

History
University
The origins of Pavlov come from a micronation teenhood project, called The Kingdom of Pavlov, founded by Bekbulatov and Tom Prins on July 8, 2012, as an experiment of how an absolute monarchy would function in the 21st century claiming a piece of Antarctica. As membership in the government grew over the course of late 2012, Pavlov experimented with other types of government, including a short period as a republic, before finally becoming a constitutional monarchy in December. In March 2013, friendly diplomatic ties between Pavlov and the Russian micronation Lostisland grew following the election of His Majesty Alexander IV as one of the Captain Regent of the Republic of Lostisland while the other Captain Regent, Yaroslav Mar, was elected Prime Minister of Pavlov.

Merger with Lostisland
As the leadership of both Pavlov and Lostisland was involved heavily in the other internal affairs, a merger was proposed and discussed by both countries. Following successful referenda, in which both Pavlov and Lostisland voted to merge, a treaty of unification was signed between the leaders of the two countries. On 19 April 2013, the Federal Republic of Lostisland was established and former Lostislandic Yaroslav Mar was selected to serve as Federal President while His Imperial Majesty Alexander IV was selected to serve as Prime Minister. Pavlov was integrated within the new union as the Federation of Pavlov. Although the initial month was relatively stable, tensions between the federal government and the Federation of Pavlov began following a series of pro-separatist civil unrest led by the Alexander IV's cousin, a prominent Pavlovian nobleman. Following the end of the unrest, Alexander IV's cousin was exiled. The exile of his cousin eventually led to Alexander IV stepping down as Prime Minister of Lostisland and unilaterally declaring the independence of the Republic of Pavlov. Following the proclamation of the Republic of Pavlov, the conflict expanded to an international level.

In an effort to end the crisis, Federal loyalists and forces loyal to the Republic of Pavlov began negotiating a solution to the conflict. The negotiations eventually ended with the dissolution of the Republic of Pavlov and the re-integration of the Federation of Pavlov (later renamed to Belastrova) within the Federal Republic of Lostisland.

Golden age
On 14 September, Bekbulatov was allowed by the Antarctic Micronational Union to assert sovereignty over the Antarctic claims of the former Grand Principality of Snežanopol and established the Grand Principality of Pavlov. The new Pavlovian state was recognized by the Federal Republic of Lostisland, mere minutes after its proclamation. In late 2015, the Emperor commissioned a new anthem to be composed by a famous Russian composer and the development of a new, innovative eGovernment portal.

Downfall and revivals
In June 2016, the Emperor and Autocrat Alexander IV ratified a new Constitution for the empire. The treaty with Lostisland was voided after tensions rise between Yaroslav Mar and Bekbulatov due to this new constitution. In late 2016, Pavlov rapidly expanded following the peaceful annexations of Hasanistan, Carpathia, Akebar, and other regions. On 12 October, a new government was appointed by the Emperor, led by Kristof Fondrk. On 3 December a plot planned by Pavle Savovic was uncovered which would have turned Pavlov into a "Pavlist" dictatorship. Pavlov was disestablished soon after the plot was uncovered. Numerous attempts to revival were taking place in this era (2017-2018) under the leadership of Kristof Fondrk, Christian Newton and Hasan Çakar, all of them equally unsuccessful and getting no further than reconnecting a group of friends.

Montescano
Montescano was founded in May 2019 to re-enter micronational politics, during this period many old friendships were revived and some were destroyed. Since the earliest foundation of Montescano calls were made by citizens at reviving the Empire and re-asserting the Imperial claim. Montescano was known for an extensive online legislature, unlike the more autocratic Pavlovian projects. During Montescano, the Pavlovian Union was briefly founded to maintain the Pavlovian legacy but ultimately was unsuccessful to maintain the former Pavlovian micronations in partnership. Nedland briefly joined Montescano in June 2019, however upon the decision to start a census, Nedland declared their wish for secession from the Principality, due to the great number of inactive subjects who would otherwise have been removed from the subjectship roster.

Great Reset
Upon final agreement of Bekbulatov, Mar and Fondrk and numerous other former Pavlovians, Pavlov was refounded on 12 June 2020. The Imperial claim was re-asserted and the name of the state once more became the Empire of Pavlov - which it had been for over 1492 days. During this era, those in power between 2016-2019, became less politically active, and at the end of 2020, Pavlov had her first female Head of Government since foundation in 2012. On Christmas-eve 2020, the Monarch announced the registration of Pavlov as an NGO. A subjectship census took place in January 2021, ousting nearly 200 inactive Pavlovian subjects from their subjectship. Emergency passport were issued to the immediate members of the Imperial family. The Monarch received tacit recognition from the Holy See and Monaco.
|The Kingdom of Pavlov was founded on 8 July 2012 as a new nation project experimenting with absolute monarchy. As membership in the government grew over the course of late 2012, Pavlov experimented with other types of government, including a short period as a republic, before finally becoming a constitutional monarchy in December.
|It was in this era that the idea of Pavlov being the fourth Rome and legal successor to Kyivan Rus' were enacted and started. During this period, the Empire co-hosted numerous summits in Moscow, with members of the Russophone community such as the Federal Republic of Lostisland, the Soviet Socialist Republic of Nadiria, the Republic of Eslande and the Kingdom of Nazir represented. During 2015, the Empire followed an isolationist foreign policy and mostly concentrated on internal development. In late 2015, the Emperor and Autocrat commissioned a new anthem to be composed by a famous Russian composer and the development of a new, innovative eGovernment portal.
On 12 October, a new government was appointed by the Emperor, led by Krishtof von Drakon. On 3 December a plot planned by Pavle Savovic was uncovered which would have turned Pavlov into a "Pavlist" dictatorship.
In a way similar to how Muscovy adopted Byzantine terms, rituals, titles and emblems such as the double-headed eagle in 1472 after Ivan III married Sophia Palaiologina. The Pavlovians claim that since the Pavlovian Monarch remained the only legitimate ruler who can claim lineage from both the Third Romes (both Moscow and Istanbul), and that Pavlov was the Fourth Rome, becoming the final lineal successor to Rome, Constantinople and Rus, the three centers of Christianity and of the Roman Empires of earlier periods. ==Territory==
Pavlov is regarded by the founder as a socio-cultural project, as was incorporated as a Dutch non-governmental organization to achieve this goal. The land plots claimed as "sovereign territory" by Pavlov in the the Netherlands, Slovakia, Ukraine, Turkey, Russia, and Antarctica are ceremonial claims and part of Pavlov's "cultural heritage". Pavlov has sent letters to the Governments in which they claim land, informing them of the ceremonialness of the claims and that they do not dispute the territorial integrity of the countries they claim land in. Pavlov considers herself a sovereign subject of international law around the "Imperial throne".
Administrative divisions
Pavlov comprises of twenty five pieces of land. The largest piece of Pavlovian land, Laranda lies in Turkey, the smallest piece Theodosia in the Netherlands. Pavlov is divided into Praetorian Prefectures and Zemlji the first level administrative division in the Empire. Praetorian Prefectures and Zemlji are further subdivided into Themes, the second level and main administrative division. Themes rougly encompas old Roman Provinces or Byzantine Themes. Themes consist of Banda and Uyezds the third level administrative division of the Empire. Banda and Uyezds are further subdivided into Cities, Towns and Manors. ==Governance & administration==
Pavlov is an autocratic constitutional monarchy, under the rule of the self-styled Emperor, Dionisiy Bekbulatov (Alexander IV). The Monarchy is mainly based on the office of Grand Prince of Kyiv and that of Emperor of the Roman "Byzantine" Empire under the Komnenos dynasty, the Angelos dynasty. It also bears some heritage from the Office of Great Khan of the Mongol Empire. As such the position is not hereditary in direct-male line, but the Senate upon the nomination of the Monarch picks the Heir apparent from the Imperial Family and adopted children of the Monarch.

The first-level administrative division in Pavlov is the Zemlja, based on the administrative divisions of Kievan Rus’. Zemlji are composed by the main and second-level subdivision, the Uyezd, an Uyezd is intended to encompass any Pavlovian territories, whether contiguous or not, resting within the same couple of square kilometer of land and water. Uyezds are further composed of Towns, and Manors. Zemlji are led by Princes, Uyezds by Counts and Towns and Manors by Barons.
Consuls
The two Consuls acts as Head of Government of the Empire of Pavlov. While the Empire is an autocracy in many ways, the Basic law of the Empire was written so that many of the Monarchs prerogatives can be used at will of the Consuls. The Consuls and Senate are two distinctive Roman governmental features Pavlov has. Unlike in many contemporary constitutional monarchies, the Monarch is not banned from serving as Head of Government in Pavlov. The term of a Consul is one year. List of Consuls:
Government
Pavlov doesn't have a specific number of available ministerial portfolios, in accordance with its principle to "find positions for people, not people for positions". In practice, this means that when a citizen knowledgeable in a particular field joins Pavlov, a ministerial position may be created especially for him, and disestablished if they resign or get dismissed. According to the Basic law of the Empire, the only fixed positions are those of the Consuls.

As of 2020, the following ministries exist:

*Bureau of the Barbarians, responsible for coordination between Pavlov and foreign countries and organizations, responsible for subjectship applications.
*Secretariate of Minorities, responsible for the protection of minorities.

In addition, Pavlov has one independent agency which is part of the executive but not part of the Cabinet:

*Oprichnina, responsible for the protection of law and order, for foreign intelligence, security and investigations
Foreign Relations
Pavlov has a fairly isolationist foreign policy, which is furthermore limited by the Orientism political theory and the Treaty of Theodosia. Pavlov does not enter alliances with other micronations in general, the only exception to this is the Federal Republic of Lostisland, signed in light of the strong cultural and historical ties between the two nations. Pavlov is a member of the Antarctic Micronational Union and one of the original signatories of its 2020 Charter; an original signatory of the Montediszamble Convention and an observer member of the Union of Micronations of Central Europe.
Tacit recognition
Pavlov claims to have received tacit recognition - that is, acts or conduct which, in the absence of any indication to the contrary, can be reasonably interpreted to imply recognition - from several countries which have not explicitly granted the Empire official diplomatic recognition.

*Monaco: On 29 December 2020, a letter from the Office of HSH the Sovereign Prince addressed the Emperor as "Augustus" and referred to him as the "Leader of Pavlov" implying recognition of Pavlov's monarchy, her Imperial status and government.
*Holy See: On 16 January 2021, a letter from the Office of Apostolic Nuncio to the Kingdom of the Netherlands addressed the Emperor as "Augustus" implying recognition of Pavlov's monarchy and her Imperial status.

Economy
The Empire has a tiny market economy. Currently, the only two company operating in Pavlov is the Pavlovian Export-Import Bank and the Imperial Post (both for 66% owned by the Emperor). The currency of Pavlov is the Hryvnia. Pavlov is completely reliant on imported goods and services provided by bordering countries. The only two active sectors in Pavlov are the IT sector and the Agricultural sector. Since recently an e-banking solution has been released for the Pavlovian Hryvnia. There are plans being made to start developing wine and the generation of solar energy.

The IT sector is mostly based in the Themes of Germania and Kyiv, while Agricultural sector is mostly based in the Anatolics (cherries), Chaldia (tea and olives) and Moesia (cherries, peaches, grapes, plums and wheat). 95% of the produce of this get's sold to Turkey (Anatolics and Chaldia) and Serbia (Moesia) respectively.

Demographics
Pavlov has a total population of eighty one. Fifty four of these are residents living on the territory of Pavlov, the remaining twenty seven have been given subjectship by naturalization through Imperial decree and do not physically reside on the territory of Pavlov. Citizens of Lostisland and Brienia may apply through a simplified procedure. Prospective subjects are screened by the Secretary of the Barbarians and the Imperial Oprichnina. The non-residential subjects of Pavlov have no automatic political rights and as such is seen as a honorary association with the country. Pavlov has six "Roman citizens", the Roman citizenship opens full political rights to her recipients. This level of citizenship was established in order to cover the costs associated with running an NGO.

Population
As of September 2020, Pavlov has a population of 81 subjects hailing from Europe, North America and Asia. The largest Pavlovian diasporas are found in the Turkey, Netherlands and Ukraine.
Languages
English is the lingua franca in Pavlov and spoken by at least 80% of the 81 subjects. Ukrainian the second official language, is spoken by a minority of subjects concentrated in the Themes of Klimata, Kyiv and Germania. While there is a large minority of Russian speakers, the usage of the language is officially banned in Pavlov. Other minority languages include Dutch, Serbian, Turkish and Slovakian.

Culture
Pavlovian culture is largely influenced by the Ukrainian, Greek and Western-Turkish Culture. Most of the "citizens" of Pavlov practice a serious form of Chalcedonian Christianity in various denominations (60%). There is also a recognized Muslim minority in Pavlov. Chalcedonian Christianity (the Christianity of the Roman Catholic and Eastern Orthodox churches) is the official and state religion of Pavlov. The Empire celebrates fourteen public holidays each year, many of which are Christian feast days, the annual date of the religious holidays is determined by Imperial edict.

As part of being a Monarchy, Pavlov instituted "nobility", which exists because of the medieval character of the micronation, the political system (feudalism), and explicitly not from ambition to create titles. As such neither the founder nor the "citizens" use them outside the community of micronations. Over the course of 8 years, Pavlov instituted numerous orders of knighthood, the most notable being the Order of the Flat Earth, first founded in 2015. Flat earthism being one of the tongue-in-cheek "quirks" of the Empire.

One of the other quirks of the Empire is her ironic attachment to ultra-conservative policies such as banning homosexuality (while having 2 gay Senators), the banning of shaving of beards and the banning of not drinking Vodka.

National holidays
Pavlov has numerous national holidays which are manditorilally observed by her citizens in line with the Basic Law of the Empire. Labor on these days is legally banned from taking place.

Pavlov's flag is a horizontal bicolor of blue and white, symbolizing the eternal blue sky above and the virgin Pavlovian lands down. Pavlov's coat of arms features the imperial double-headed eagle (facing west - Rome and east - Constantinople) carrying in the escutcheon the arms of Kyiv, Sibir, Novgorod the Great, Qazan and the Tetragrammic cross. In chief it contains the Imperial eagle. The eagle carrying in its paws a discus cruciger, a labarum and a scepter. A so-called "Greater" coat of arms also exists, having the ordinary coat of arms on top of a "flat earth" with 4 columns symbolizing the end of the earth, and the disc leaning on top of 4 elephants.
The Relocation of Shadyvinkenstein, also colloquially referred to as the Reclamation of Shadyvinkensteiner Statehood by the Shadyvinkenstein Salvation Movement (SSM), is an enduring proposal initiated subsequent to the exile of the Shadyvinkensteiner nation in 2010. This ongoing endeavor encompasses a global exploration for a new homeland, marked by extensive deliberations and proposals since its inception.

The Shadyvinkensteiner national homeland traditionally pertained to the territorial confines of the Kingdom of Shadyvinkenstein. However, as of the year 2023, this territorial identity has undergone a paradigm shift. The contemporary homeland is now situated within a privately owned and inaccessible area, adding a distinctive dimension to the relocation efforts. Numerous locations worldwide have been suggested as potential sites for the relocation of Shadyvinkenstein, each subject to rigorous debate within the Shadyvinkensteiner community. While some proposals have garnered considerable attention and consideration, others have languished without implementation or even formal suggestion.

In 2025, the Shadyvinkenstein Relocation Project was definitively put on hold following the resignations of the two Vice Presidents. In response to the political upheaval and logistical challenges, Shady Morsi signed an executive order officially declaring that Shadyvinkenstein, as a nation, is "Not physical but in the hearts of its former citizens."

This symbolic move marked the end of the territorial aspirations of Shadyvinkenstein, shifting its legacy from a physical entity to a cultural and ideological nation-state. While the relocation project was abandoned, the ideals and identity of Shadyvinkenstein continued to live on among its former citizens, shaping discussions on virtual statehood and community governance in the years that followed.

Arbor Lignum

The Temporary Committee for the Reclamation of the Fatherland (TCRTF) was a parliamentary committee established by the Parliament-in exile to explore the feasibility of relocating the nation of Shadyvinkenstein a few miles from its original territory. The TCRTF was formed with representation from each major political party, including one member from the SSP, one from SSM, and one non-affiliated member elected by other non-affiliated peers. Additionally, an appointed member joined the committee, ensuring a diverse and comprehensive approach to the investigation.

The formation of the committee, however, faced an early challenge when the SSM promptly withdrew their representative. This decision was based on the party's stance, asserting a commitment to the "Total liberation of Shadyvinkenstein's ancestral homeland." In response to the withdrawal, a non-partisan individual was appointed to fill the vacancy.

Throughout its tenure, the TCRTF engaged in a thorough examination of the potential relocation, considering both the logistical and ethical implications of moving Shadyvinkenstein to a new location a few miles away from its original territory. The committee's findings and recommendations, once concluded, contributed to the broader discourse on national identity, territory, and the challenges associated with reclamation initiatives. Shadyvinkenstein, a location that remained elusive despite numerous charted and discovered areas, presented a unique challenge in establishing a credible claim. The difficulty arose from the fact that the surrounding lands were predominantly private residences, school properties, or otherwise inaccessible. Various proposals were put forth, but further exploration revealed the formidable task of gaining access and control over the elusive territory.
Isle of Hope
Amidst challenging circumstances, an overlooked island in close proximity to Shadyvinkenstein, referred to as the Isle of Hope, emerged as a significant discovery for the TCRTF. This revelation marked a pivotal moment in the comitees's pursuit of strategic opportunities. Recognizing the untapped potential of this previously unnoticed island, the TCRTF formulated the hypothesis that it could serve as an ideal location for the establishment of a reconstituted Shadyvinkensteiner nation. This bold proposition became the focal point of the TCRTF's efforts to secure a sustainable future for the Shadyvinkenstein community. To substantiate this visionary concept, a dedicated task force was mobilized to verify the existence of the island. Given that the island did not appear on older maps, its inclusion in the contemporary cartographic record became a critical aspect of the TCRTF's initiative. If the island's existence is confirmed, it could bolster Shadyvinkenstein's claim to independence, especially if historical records indicate that the island had never been charted before.

This potential scenario could further strengthen Shadyvinkenstein's position, as it implies that the island remained unnoticed and unclaimed by external entities, including the Kingdom of the Netherlands. Such an assertion would underscore Shadyvinkenstein's historical and geographical distinctiveness, potentially laying the groundwork for a unique and independent nation.

The TCRTF's exploration and verification process thus represent a crucial phase in the pursuit of Shadyvinkenstein's aspirations for autonomy. As the task force endeavors to uncover the truth about the Isle of Hope, the implications of this discovery on Shadyvinkenstein's historical narrative and quest for independence remain eagerly anticipated.
Konraq
The re-establishment of the Kingdom of Shadyvinkenstein in the former nation of Konraq was a strategic preference championed by Shady Morsi,. Morsi advocated for the revival of Shadyvinkenstein within Konraq, a region that had remained unclaimed for an extended period. The rationale behind this decision was rooted in the historical context of Shadyvinkenstein as a perennially small state, invariably surrounded by larger geopolitical entities, notably the Great Turan State (GTS). Morsi put forth the argument that Konraq was an ideal location for Shadyvinkenstein's resurgence, emphasizing the presence of neighboring states such as the Great Turan State and Mahuset. These neighboring entities held significance not only geopolitically but also as key allies personally affiliated with Morsi, who wielded influence in both the GTS and Mahuset.

However, a substantial portion of the populace, particularly within the Shadyvinkensteiner Salvation Movement, expressed reluctance to be associated with the historical complexities of Konraq. Konraq, having its own set of issues, garnered criticism for its historical baggage. Some detractors contended that establishing a predominantly Germanic-influenced state in Central Asia, (though the historical exception of the short-lived territory of Bergenpunt and Dachenian Hasanistan aswell Mahuset's posessions), was an unconventional choice. The proposed revival of the Kingdom of Shadyvinkenstein in Konraq thus sparked debates and discussions within both the Shadyvinkensteiner community and the broader geopolitical landscape. The deliberations encompassed considerations of historical ties, cultural influences, and the pragmatic challenges of resurrecting a state within the intricate context of the former nation of Konraq.

Taking the crtitsism into account. Shady Morsi adjusted the proposal and renamed his project into Erdum the Miefje word for earth
Kökqoyunlu
The annexation of the former territory of the Republic of Kökqoyunlu. The proponent of this audacious proposal was none other than Edem Benabou, the Secretary to the President-in Exile and concurrently the Chairman of the House of Citizens of former Konraq and Kökqoyunlu

Benabou's proposition rested on the expansive dimensions of Kökqoyunlu, contending that its vast expanse provided an ideal canvas for the reestablishment of a Shadyvinkensteiner nation. The proposal gained prominence as Benabou articulated the notion that the sheer size of Kökqoyunlu offered boundless opportunities for the flourishing of a new sovereign entity. However, in a nuanced acknowledgment of geopolitical realities, Benabou emphasized a crucial caveat. Specifically, he highlighted that the Kazakh segment of Kökqoyunlu, denoted as the upperlands, stood as a restricted area for the Shadyvinkensteiner claim. This restriction emanated from the presence of military facilities in the region, thus rendering it unsuitable for inclusion in the envisioned Shadyvinkensteiner nation. In light of this, Benabou advised a more targeted approach, recommending the assertion of Shadyvinkensteiner sovereignty exclusively over the Kyrgyz part of Kökqoyunlu. This strategic adjustment reflected a pragmatic recognition of the geopolitical landscape and military considerations,

However, not all factions welcomed the relocation idea. The Shadyvinkenstein Socialist Movement, advocating for the reclamation of the original homeland, voiced strong opposition. They contended that the Shadyvinkensteiner elite had capitulated to relocation, abandoning a liberation struggle for the preservation of their ancestral lands, rivers, trees, and sacred territories. Critics drew parallels between the Shadyvinkenstein relocation proposal and a prior controversial initiative, Konraq. Similar to Konraq, detractors argued that the move reflected a departure from a commitment to its Germanic Nation. Comparisons were also drawn with the historical context of Kökqoyunlu, where the level of controversy was deemed less significant. Kökqoyunlu had been claimed by only four nations, minimizing the historical baggage associated with the proposed relocation, in stark contrast to the Konraqi propospal.

Ardajan
Vice-President of the SVSGIE, Timo Vink gained attention for his proposal advocating the creation of the "Shadyvinkensteiner Autonomy" within the territorial boundaries of Hasanistan. The proposition sparked a significant discourse within the micronational community and beyond. The proposal, while showcasing Vink's vision for regional autonomy, also raised eyebrows and invited criticism from various quarters. Chief among the critics was Speaker Annemarie Roos, who likened the proposal to the concept of "bantustans," drawing parallels to the controversial policy implemented in South Africa during the apartheid era. Simultaneously, Vink expressed a welcoming stance towards assimilation within his primary micronation, Asterland. This approach highlighted a nuanced perspective on governance and autonomy, with Vink navigating the delicate balance between regional self-determination and integration.

In response to the criticism, Timo Vink's brother, Colin Vink, suggested that the Shadyvinkensteiner Autonomy proposal may have been intended as a "joke proposal." This revelation added a layer of complexity to the ongoing discourse, prompting further speculation about the sincerity and seriousness of the proposition.

Others
King Island
King Island Slin, a former territory within the confines of Mahuset, garnered attention as a potential region for the establishment of a Shadyvinkensteiner state. This consideration stemmed from the island's striking resemblance to the landscape of Shadyvinkenstein, coupled with Shadyvinkenstein's historical ties to the legendary Oudieplas Republic. Aswell with Emiel's temporary rule of Shadyvinkenstein The governing authorities of Mahuset expressed an interest in relinquishing control of the territory to another micronation.

During this period, a proposed claim on King Island emerged, envisioning its incorporation into the Kingdom of Alenshka within the Abeldane Empire. This prospective territorial acquisition was slated to be realized under the jurisdiction of the Confederation of Mahuset, specifically through the County of Ihuset, and the Empyre of Slin, operating through the Department of Maple. However, the aspirations for Alenshkan King Island were short-lived, facing an abrupt halt due to the eruption of the Concordiagate scandal. This scandal significantly impacted the political landscape, leading to the abandonment of the proposed claim and a subsequent reevaluation of territorial considerations in the region.

President Morsi asserted that, although the "aforementioned proposal may possess a degree of credibility, it is highly probable that Mr. Emiel van der Huijsen will decline to endorse it."

Stein Dros, a key figure in the establishment of Shadyvinkenstein, proposed the relocation of the micronation to Antarctica, a decision that showcased his forward-thinking approach to micronationalism. Although no longer actively participating in the micronational community, Dros's influence persisted through his endorsement of the Antarctic relocation idea. Notably, his sister Fleur Dros communicated to the parliament that Stein Dros not only supported the move to Antarctica but also contemplated distancing Shadyvinkenstein from other micronational claims. Dros said that it was not only a strategic move but also a means of ensuring that Shadyvinkenstein's modest territorial claim would not encroach upon other micronations. The proposal aligns with the ethos that Shadyvinkenstein, as envisioned by its founders, would always remain a small state, a fact acknowledged by Dros himself. Shadyvinkenstein's proposed Antarctic claim is situated in a diminutive mountainous area in Wilkes Land, proximate to the A. B. Dobrowolski Polar Station. Recognized by the Parliament-in-exile as the "most credible claim for Shadyvinkenstein," the location underscores the micronation's commitment to a tangible and credible presence in the remote and challenging Antarctic environment.

On 27 November 2023 Shady Morsi offered a counter propopal by claiming one of the Rho Islands. Citing that this makes more sense for a nation in Antarctica. With the same principles as Dros proposed

Mars
Shady Morsi's cousin. Tahaa Fouad's proposal revolves around the assertion of ownership over the planet Mars and all of its natural satellites. This extraordinary proposition stems from his belief that, given the challenges surrounding the original homeland claims, a grander and more celestial endeavor should be pursued. According to Fouad, the vast expanse of Mars, along with its moons, represents an untapped frontier for territorial claims.

Virtual Nation
It was proposed by Parliament to exist as a virtual nation. The idea behind Shadyvinkenstein involved the notion of establishing a presence in fictional worlds, such as Micras or any other imaginary map. This unique proposal suggested the creation of a virtual entity that would not be bound by physical boundaries but rather exist in the realm of online or fictional spaces. All three founders crititizised this propospal as he said that "This defeats the entire point of Shadyvinkenstein since the nation was based on being outside and community"
}}The Ardajan Affair was a decade long conflict between various Ardajani seperatist organizations (mainly Korijgya, APDF and AUFNS), the Ardajani provincial government and the central government of Hasanistan (which was often refered to as Batyr by the seperatists) The conflict was primarily political and nationalistic, fuelled by Viadalvian imperialism and a desire to annex Northren Hasanistan into Viadalvia, Aswell the North Hasani opposition towards president Tanju Cakar, Altough the Viadalvian government was very reserved to claim North Hasanistan. A key issue after the collapse of Korijgya and eventual Viadalvian support for Hasani territorial integrity was the status of Ardajan within Hasanistan with the Ardajani government desiring more autonomy while more radical groups want to seceede from Hasanistan. Autonomists were mostly Turkish, wanted Northern Hasanistan to remain within Hasanistan while Viadalvians wanted Northern Hasanistan to leave Hasanistan and join a united Viadalvia. The area was left in Hasani control. However, and the Hasani government set up an autonomous region known as Ardajan Shortly after the secessionists attempted to influence the policies of the new autonomous region but was banned by Premier Shady Morsi due to fear of Hasani and later Pavlovian retaliation

The "conflict" is by definition, a series of hostility as opposed to a war, as the only fighting was the early insurgency in Viadalvian territories: which is included as being linked to the hostilities, plus the diplomatic crisis between President Shady Morsi of Viadalvia and President Tanju Cakar however not entirely part of them.

Attempts to get support for an independent Ardajani state failed miserably. As Hasanistans allies recognizes North Hasanistan as an integerial part of Hasanistan. the Republic of Akebar refered Ardajan as the "Scotland of Hasanistan". Though the autonomous government also lobbied for a referendum on North Hasanistani independence but failed due to Progressive veto's and later Hasanistan joining the Empire of Pavlov.

Upon the Viadalvian Police (and in lesser extent in pro-Viadalvian states) who cracked down on Ardajani seperatism. Many seperatists where arrested to appease the then Second Hasani Republic due to Viadalvian fear of losing credibility the rebels responded by leaving and proclaiming various Ardajani republics a standoff lasted for about half an hour Between the Ardajan People's Democratic Front and the Viadalvian national police

}}The Parliament in-exile also known as the Parliament of Shadyvinkensteinis the legislative organ of the Shadyvinkenstein Government-in-Exile, The Parliament in-exile serves as the official legislative body. Situated outside the borders of its native land, this governmental body mirrors the structure and functions of a traditional parliament. The charter acknowleges the parliament as the "Supreme Representative of the People's of Shadyvinkenstein"

Established by the charter of the government in exile in 2021. Originally, the parliament allowed every Shadyvinkensteiner citizen to appoint themselves as representatives. However, subsequent amendments to the charter transformed the parliamentary system into a directly elected body by the Shadyvinkensteiner populace. Eligibility for candidacy in the parliamentary elections is extended to any Shadyvinkersteiner who has attained the age of 18, respects Shadyvinkensteiner heritage, and has actively engaged in various forms of political and patriotic events and activities that uphold the heritage and culture of Shadyvinkenstein This opportunity for candidacy is open to individuals of any gender and is subject to democratic election, with a cap of seven Members of Parliament elected per hosting nation.

While lacking the direct authority to implement laws or policies within the homeland due to its status, the Parliament in-exile operates as a symbolic and functional entity. It works to maintain the national identity, foreign relations, and unity of the Shadyvinkenstein populace, often interfacing with international bodies, governments, and non-governmental organizations to advocate for the interests of its people. The parliament also elects the president of the government in exile
Legitimacy
The Parliament-in exile positions itself as a meeting of “the only representatives of society and the state who have the democratic legitimacy they received from Shadyvinkensteiner citizens”.Morsi answered during the Parliament-in exile that, as representatives of Shadyvinkensteiner citizens, they are quite legitimate, since they had once been elected by the people, and now Shadyvinkenstein needs a temporary body for representing the state of Shadyvinkenstein, and they “will hold elections later.”

Laws and Projects
*Redesignation of the national flag and coat of arms.
Issues of discussion
The main topic of the discussion was regarding the future multilateral relationship of the Batyr Bloc and how future formalities such as summits would occur. Various projects that had already been previously discussed and proposed prior to the summit were also discussed, most notably the ideas of an "online intermicronational hub" and a international press agency and cultural events. Additionally, potential future expansion of the organisation and the bloc's collective relationship with other intermicronational entities were considered.

Joint Communiqué
The summit participants mutually agreed to declare the foundation of the bloc within the Joint Communiqué, as well as defining the scheduling of summits, agreeing to allow external non-Batyr Bloc states to participate as guests in future summits, state their support for a future online intermicronational hub and announce their intention to form a press agency.
